Is regional study worth it for PR?

The points bonus for regional study (+5 pts for an Australian qualification from a regional institution) is modest on its own. The real value is access to the 491 visa (state/regional nomination) and the regional work concessions on the 485 itself. If the occupation has genuine shortages in regional areas, the pathway can be significantly faster than metro routes.

Can I get PR while on a student visa (before the 485)?
