Moving to Australia involves more than securing a visa. Understanding how to access healthcare is another essential part of settling in, especially when you have children, take regular medication or need ongoing treatment.
A successful Medicare application can help reduce eligible healthcare costs. However, eligibility depends on your circumstances. Permanent residents, some permanent visa applicants and certain temporary residents can qualify. Some visitors also receive limited healthcare benefits under international agreements.
This guide explains who can apply for Medicare, which documents to prepare and how to complete enrolment. Services Australia assesses Medicare entitlement; your visa status is one part of that assessment.
What is Medicare, and what does it cover?
Medicare is Australia's public healthcare system. For eligible people, it helps cover services such as GP consultations, specialist appointments, certain tests and treatment as a public patient in a public hospital.
Having a Medicare card does not make every appointment free. If a doctor bulk bills a covered service, you pay nothing for that service. Otherwise, you may have an out-of-pocket cost after the Medicare benefit.
Medicare generally does not cover ambulance transport, most dental treatment, glasses or contact lenses. Ask a provider about fees before booking, particularly if you are arranging specialist care.

Who can apply for Medicare as a new migrant?
You must be in Australia to enrol. Most migrant enrolment pathways also require you to be living here, although reciprocal healthcare arrangements can apply to eligible visitors.
The main categories include permanent residents, eligible people applying for permanent residency, New Zealand citizens meeting residence requirements and temporary residents covered by a ministerial order. Check the official enrolment categories before choosing your application pathway.
Medicare eligibility by visa category
The following table is a starting point, rather than a complete eligibility assessment.

Services Australia publishes the temporary resident categories covered by ministerial orders. Do not assume all temporary work visas receive the same treatment.
Applying before permanent residency is granted
If you live in Australia and have applied for permanent residency, you may qualify while awaiting a decision. Generally, you must also hold a visa allowing you to work, or have a qualifying family connection to an Australian citizen, permanent resident or New Zealand citizen living here.
There are separate rules for parent visa applicants. Simply lodging a parent visa application does not establish eligibility under the usual pending-permanent-residency pathway. Specific contributory parent arrangements or reciprocal healthcare eligibility may still apply.
For eligible applicants, the Medicare commencement date can relate to the permanent application date or arrival to live in Australia, depending on the circumstances. Confirm your date with Services Australia using its permanent resident and applicant guidance.
New Zealand citizens moving to Australia
New Zealand citizens have a separate residence pathway. Services Australia accepts evidence that you intend to live in Australia for at least six months, have lived here for six months during the previous year, or are living here and have applied for permanent residency.
You do not necessarily need to wait six months before applying: evidence of your intention to settle may support enrolment. Check the New Zealand citizen enrolment requirements.
Reciprocal healthcare agreements: which countries qualify?
Australia has reciprocal healthcare agreements with 11 countries:
Belgium, Finland, Italy, Malta, the Netherlands, New Zealand, Norway, the Republic of Ireland, Slovenia, Sweden and the United Kingdom.
These agreements provide specified healthcare benefits to eligible visitors. They do not provide identical cover, and carrying a passport from a listed country may not be enough. Residence, insurance and other country-specific requirements can apply.
Start with the official reciprocal healthcare country list, then read the agreement relevant to you.
Reciprocal cover does not always mean a Medicare card

The UK agreement requires relevant prior UK residence. The New Zealand agreement distinguishes visitors from people moving to Australia. Under the Irish agreement, student visa holders are generally excluded.
Check the applicable duration and benefits before relying on reciprocal cover for planned expenses.
Documents needed for a Medicare application
Prepare documents for each person included. Your checklist depends on the basis of eligibility.
If permanent residency has been granted
Provide a current passport or ImmiCard and evidence from Home Affairs confirming permanent residency. Services Australia does not require these supporting copies to be certified. Follow its permanent resident document checklist.
If your permanent application is pending
Prepare your passport or ImmiCard and Home Affairs evidence that you lodged the permanent application. If your current visa does not permit work, you will need evidence of the qualifying family connection, such as a birth or marriage certificate or appropriate de facto relationship documents.
A visa grant notice and a permanent application acknowledgement serve different purposes. Check the pending permanent residency document requirements so you supply evidence of both your current position and application.
If a ministerial order covers you
Prepare identity documents and evidence of your current covered visa or status. Use the ministerial-order document checklist.
Check names, dates of birth and passport details across your documents. Explain discrepancies rather than leaving the assessor to reconcile them.
How to apply for Medicare online
Eligible applicants can enrol through myGov. Follow the official myGov enrolment instructions:
- Sign in to your myGov account.
- Choose View and link services.
- Find Medicare and select Link.
- Select Enrol in Medicare.
- Complete the prompts and provide the requested evidence.
You can apply individually or as a family. Anyone aged 15 or older included in the application must use their own myGov account and your application number to complete their part.
Keep the application number. You can check progress through myGov, and status changes generate messages in your myGov Inbox. Read any request carefully and respond with the specific evidence requested.
Online enrolment is available for specified categories, including eligible permanent residents and applicants, covered temporary residents and visitors from Italy or the UK. Other reciprocal visitors should check their country instructions.
Applying with a Medicare enrolment form
If you cannot enrol online, use the Medicare enrolment form MS004. Complete the applicable sections and send it with supporting copies to Medicare Enrolment Services using the official mail or email instructions.
For emailed applications, Services Australia specifies accepted attachment formats and file-size limits. Avoid password-protected documents or compressed archives, and use the subject line “Medicare enrolment”. Check the current submission instructions before sending.
Keep a copy of the form and attachments. A simple folder containing the submitted version, application number and subsequent correspondence makes follow-up easier.
How long does a Medicare card take?
Services Australia advises allowing three to four weeks for the physical card after processing the completed enrolment and required documents. This is not a guaranteed overall turnaround for every application; requests for further evidence can affect progress.
Once enrolled, you can access a digital card through the myGov app with Medicare linked. Your card may be green, blue for interim arrangements, or yellow for applicable reciprocal arrangements.

Should you keep your health insurance?
Submitting a Medicare application does not confirm cover or settle your visa-related insurance obligations. Before changing Overseas Student Health Cover or Overseas Visitors Health Cover, check your visa conditions, Medicare entitlement and insurer's requirements.

Frequently asked questions
Can I apply for Medicare on a bridging visa?
Possibly. Eligibility depends on factors such as a qualifying permanent application and work rights or family connection. Some separately defined bridging-visa groups are covered by ministerial orders. Ask Services Australia to assess your circumstances.
Can subclass 491 and 494 holders get Medicare?
Yes. Both subclasses appear in Services Australia's ministerial-order categories. Prepare evidence of your current visa and identity, and complete enrolment rather than assuming the visa grant automatically produces a card.
Can an international student apply for Medicare?
A subclass 500 visa alone does not generally qualify you. Another basis, such as an applicable reciprocal agreement, may help. Country rules differ, so check your specific agreement and OSHC obligations.
Can Indian migrants enrol in Medicare?
Yes, when they satisfy an eligible residence or visa pathway. India is not on Australia's reciprocal healthcare agreement list. An Indian passport neither prevents permanent-resident enrolment nor creates reciprocal visitor entitlement.
Do I need permanent residency before applying?
No. Eligible permanent applicants, certain temporary residents and some other groups can enrol. Identify your eligibility category first so that your application contains the right evidence.
Can I apply from overseas before moving?
You must be in Australia to enrol. Prepare your documents before travelling, then apply once you are here and meet the applicable requirements. An offshore permanent visa grant alone does not complete enrolment.
How do I add my newborn to Medicare?
For eligible babies, enrolment can occur through certain family payment claims or your linked Medicare account. A completed Newborn Child Declaration can provide birth evidence. Follow the newborn enrolment guide; overseas births have separate instructions.
What if my application needs more documents?
Check precisely what is missing: identity, visa status, permanent application evidence or family relationship proof. Respond using the instructions provided and keep copies. Contact Medicare if the request does not fit your circumstances.
Does a Medicare card guarantee free treatment?
No. Benefits depend on the service and your entitlement. Provider fees may exceed the Medicare benefit, and some services are excluded. Ask about the expected out-of-pocket amount before an appointment.
What happens when my visa changes?
Tell Services Australia about changes affecting entitlement. Interim card arrangements vary, and some temporary residents need to re-enrol. Keep updated Home Affairs evidence and confirm what is needed before your card expires.
